The Final Local Implementation Plan

The City Council is required by the Greater London Authority Act 1999 to produce a Local Implementation Plan (LIP). This is a document that outlines how the City Council intends to implement the Mayor of London's Transport Strategy during the period 2005/06 to 2010/11.

The structure of the document was set out in the Local Implementation Plan Guidance (lips-guidance-2004-07.pdf) published by Transport for London in July 2004. A summary of each chapter is given below:

  • Foreword
  • Chapter one - Local Socio-economic / demographic context;

    This chapter is a brief geographical and demographic description of the City of Westminster. This will provide the context for the City Council's policies / proposals which are included in the LIP.
  • Chapter two - Local Transport Context;

    This provides a background of transport services within the City of Westminster, including problems and opportunities.
  • Chapter three - Borough Policy Context;

    This is a position statement of relevant policies at a national, regional and local level. Links are made between the City Council's transport policies and other city-wide policies, such as planning policy and environment policies.
  • Chapter four - Equality Impact Assessment;

    This chapter documents the results of the Equality Impact Assessment (EQIA) that was undertaken of the LIP. This is a new requirement and is intended to assess the impact of the LIP on equality target groups and introduce measures to mitigate any adverse impacts.
  • Chapter five - LIPs Proposals relating to MTS Priority Areas;

    This chapter includes proposals and programmes in relation to the policies and proposals included in the Mayor of London's Transport Strategy with a specific emphasis on the eight priority areas for implementation.
  • Chapter six - Road Safety Plan;

    This is the City Council's latest Road Safety Plan (RSP) with an explanation of how target 1 is being met. This RSP reports on the calender year 2004 and documents progress towards achieving the target.
  • Chapter seven - Parking and Enforcement Plan;

    This chapter includes information on the supply of parking, the demand for parking, levels of parking charges and compliance with parking regulations.
  • Chapter eight - School Travel Plan Strategy;

    The aim of the STP strategy is to encourage all schools in the borough to develop School Travel Plans by 2009, in line with the Mayor of London's targets. The strategy sets out a framework for supporting schools to develop and implement School Travel Plans within this time frame.
  • Chapter nine - Performance measures;

    This chapter sets out what baseline data is available and indicates how performance indicators will be monitored and reported. Further targets and indicators are being developed by TfL and these will be included in the Final LIP.
  • Chapter ten - Consultation results;

    This chapter summarises the responses received through the consultation exercise.
  • Chapter eleven - Borough Core capacity statement;

    This chapter sets out the main non-financial aspects of the City Council's capacity to deliver the programmes described in the LIP, and also identifies areas of significant risks to delivery.
  • Chapter twelve - Funding Implications.

    This is an overall annual summary of the expected financial implications of the City Council's LIP.

The Mayor of London has extensive powers of direction and procurement over local authorities whose LIPs do not, in his opinion, comply with his Transport Strategy.

The Final LIP has been developed following a six week period of public consultation, which was held from 30 September 2005 to 11 November 2005. The results of the public consultation can be found in Chapter 10. The Final LIP was submitted to Transport for London on 31 March 2006 and is currently going through the assessment process and it is expected that this will be completed by July 2006.

Strategic Environmental Assessment (SEA) of the LIP

The City Council has undertaken a Strategic Environmental Assessment of its Final LIP to comply with the European Directive 2001/42/EC, which was transposed into UK legislation in July 2004 through the Environmental Assessment of Plans and Programmes Regulations.

It is the purpose of the Directive, and consequently the SEA process, to provide a high level of protection of the environment and contribute to the integration of environmental considerations into the preparation and adoption of plans and programmes, with a view to promoting sustainable development.
