How the LGPS is run
The LGPS is a public service pension scheme and its rules are made with the approval of Parliament. The Scheme is administered locally by pension funds across the country who make decisions about your pension. Those pension funds decide how pension contributions are invested. A Local Pension Board helps each pension fund administer the LGPS and comply with the Scheme rules.

Statutory projects
McCloud Remedy
The McCloud remedy is designed to give younger members the same protections awarded to older members several years ago. The LGPS rules changed from 1 October 2023 because of the McCloud remedy. The changes are backdated to 1 April 2014, when the career average scheme started. If you qualify for underpin protection, you will be protected even if you have already left the LGPS or taken your pension.

As of 31st October 2024, scheme employers have sent the necessary information to the Fund for calculation of the underpin.
As of 31st August 2025, the underpin will be available to view on Members’ Annual Benefit Statement.

Guaranteed Minimum Pension (GMP) Rectification Project
If you were a member of the LGPS between 6 April 1978 and 5 April 1997, you paid reduced National Insurance contributions. You did not pay into the State Earnings Related Pension Scheme, or SERPS, when you were an LGPS member. The LGPS guarantees to pay you a pension at least as good as you would have received from SERPS. This is called the Guaranteed Minimum Pension or GMP.
As with all national pension schemes, including LGPS, City of Westminster Fund completed a joint exercise with His Majesty’s Revenue and Customs (HMRC) to review all pension records with a Guaranteed Minimum Pension (GMP) element included to ensure that both organisations held the same information for scheme members. Where mismatches were found, the Fund’s pension records were reviewed in more detail to determine which pension information was correct.
As of February 2025, the Fund has contacted all affected LGPS members to rectify incorrect GMP records. If you have not been contacted already, there will be no further action.
Pension Dashboard Programme (PDP)
The UK government has given the Money and Pensions Services (MaPS) the responsibility of creating a Pension Dashboard that will be free for all UK citizens to use to view their pension information securely, online and in one place, even if living abroad.
All pension schemes in the UK, including the Local Government Pension Scheme, Police Pension Scheme and Fire Pension Scheme need to connect to the dashboard to provide pension members information in a secure way.

How we use your data and GDPR

This means the Fund stores, holds, and manages your personal data in line with statutory requirements to enable us to provide you with pension administration services. To enable us to carry out our statutory duty, we are required to share your information with certain bodies but will only do so in limited circumstances.
