Licence fees and guidance
The HMO licence fee is split into two parts:
- part A is payable when submitting the application online and covers the cost of processing the application
- part B becomes payable when the licence has been approved and prior to the licence being issued and covers the cost of enforcing the scheme. The part B payment is automatically debited once we have processed your application
Mandatory and Additional Licences, up to 5 bedrooms (from 1 April 2024)
- Part A: £835
- Part B: £675
- Total: £1510
- Additional bedrooms: £68
An additional fee of £68 per letting will be charged for larger Section 254 HMO's with more than five lettings. For example, a HMO with shared facilities and six bedrooms would contain six lettings. For very large HMOs, we will only take payment for up to 25 lettings at the time of application, with the full balance payable following an inspection of the property.
Registered charities that provide accommodation solely for vulnerable persons in the HMO are exempt from licence fees. However, they must still apply for a HMO licence for the property.
Fees must be paid online while making your application.
Accredited landlords
We want to recognise efforts undertaken by landlords to ensure they are fully aware of their legal responsibilities, and that they are managing their properties in a satisfactory manner. Therefore, a 10% discount will be available to any landlord who is accredited with the London Landlord Accreditation Scheme (LLAS).
This includes professional trade organisations for landlords, such as the National Residential Landlords Association (NRLA), which employs a named manager who is either Safeagent or Propertymark approved and holds a Level 3 Award in Residential Letting and Property Management for England and Wales.
Membership of such bodies includes opportunities to undertake competent training on the management of rented accommodation.
Landlords will need to state their accreditation number to receive a discount.
Accredited landlords will not be eligible for a discount where they have failed to apply for a licence and where unlicensed HMOs are brought to the attention by the council.
