The Westminster Housing Compact is a partnership between Westminster City Council and social housing providers

What is the Housing Compact?

The Westminster Housing Compact is a partnership between us and social housing providers aimed at tackling the housing crisis and achieving real outcomes for residents.  

The group will work together to respond to the significant challenges facing Westminster, tackling homelessness, overcrowding, and improving conditions and services.

The partnership will help increase the supply of affordable housing. They will do this by taking joint action on empty homes, collaborating on regeneration initiatives and looking for innovative ways to help registered housing providers build more homes.

The Westminster Housing Compact is comprised of the council and the following partner organisations:

  • A2 Dominion
  • Dolphin LivingG
  • London and Quadrant (L&Q)
  • Notting Hill Genesis
  • Octavia Housing
  • Peabody
  • Sanctuary
  • Soho Housing Association
  • Sovereign Network Group
  • Walterton and Elgin Community Homes (WECH) 
  • Westminster Community Homes (WCH)

Objectives

The compact will work towards five key aims:   

  • To form strong relationships amongst partners of the compact
  • To create affordable housing in the borough
  • To ensure a high-quality of service for all residents  
  • To provide safe, healthy and secure homes
  • To provide local services that address residents' needs.

The compact will create a comprehensive plan that will set out the aims and actions of the compact for the next three years.

Launch event

On 12 November, we hosted a launch event for the Housing Compact with partners. It celebrated the commitment from partners on the compact’s priorities. Read more about the event in our press release.

Next steps

Moving forward, a leadership group chaired by Councillor Liza Begum, Cabinet Member for Housing Services, will meet quarterly to drive key priorities, ensuring residents remain at the core of the compact. The first meeting is scheduled for February 2025. The Taskforce group will meet in January 2025.
