Congestion Charge discount for residents within the zone
If you live within the Congestion Charge residents' discount zone you may qualify for a 90% residents' discount.
If you live within the Congestion Charge residents' discount zone, you are eligible to register for a 90% discount on one vehicle.
Eligibility
Please use the TfL's postcode search tool to confirm whether your address is within the residents' discount zone.
You must also meet the following criteria:
- your name is shown on either the Parliamentary or local government electoral register
- your main or permanent home is in the Congestion Charging zone
- the property is used for residential purposes
- you are at least 17 years old
If you are adding a private vehicle it must be registered with the DVLA in your name and at the address you are using to apply for the discount.
Alternatively, you can register a company or lease vehicle if it is for your sole use only.
If you don't own a vehicle, you can register if you occasionally use a hire or recognised car club vehicle.

Applying and cost
Applications must be made online via the TfL website. There is a one-off fee of £10.
Apply for a resident's discount
Moving in to the zone
If you've just moved into the Congestion Charge zone and don't have the documents you need, you can still apply for the discount and provide your documents later. You must inform TfL of this by selecting this option during your application.
You will need to pay the full Congestion Charge until your discount has been approved. However, you may be entitled to a 90% refund of the charges you've paid while you have been waiting (subject to TfL's terms and conditions).
