Westminster City Council is consulting on key changes to our Tenancy Strategy and Tenancy Policy to provide greater stability to our residents. We want your feedback on these proposals, which could affect you.
What are the proposed changes?
Currently, under the existing Tenancy Strategy, social landlords in Westminster have been encouraged to offer fixed-term tenancies. We are now proposing a change that recommends social landlords offer lifetime tenancies instead, ensuring long-term housing stability for residents across Westminster.
We’re also reviewing our Tenancy Policy which applies specifically to Westminster City Council tenants. Under our proposal, we will cease offering fixed-term tenancies and instead, offer secure lifetime tenancies to new tenants. Current tenants on flexible, fixed-term tenancies will have the option to convert to a secure lifetime tenancy before their existing tenancy expires, provided there are no breaches of tenancy.
We are not changing any other tenancy conditions at this time. The proposed change will not affect the Council's powers or approach to addressing anti-social behaviour or other tenancy breaches.
