Accessible and inclusive spaces

How we are working to improve access around Westminster for all.

Westminster Council is committed to creating inclusive spaces for everyone in our community. By making our operational buildings more accessible, we ensure that people with physical disabilities and neurodiverse needs can navigate, use, and benefit from these spaces without barriers. This initiative reflects our dedication to equality, enhancing the usability of public services for all residents. By adapting our facilities—whether through physical adjustments like ramps and lifts, or sensory-friendly designs for neurodiverse individuals—we aim to foster a more welcoming and supportive environment, empowering everyone to fully participate in the community.

Please explore the resources available on this page, and feel free to reach out to us if you have any questions or require additional assistance. Thank you for visiting, and we look forward to supporting you in your journey to accessing the services and facilities you need.

We are excited to announce that we have rolled out welcoME across 39 of our buildings including our corporate offices, libraries, leisure centres and housing estate offices.

This innovative service is designed to enhance your experience by ensuring that our staff are informed of your accessibility needs before you arrive.

With welcoME, you can notify us in advance of any support you require, helping us to provide a more tailored and welcoming service.

Whether you need assistance navigating our spaces, additional communication support, or simply want to feel more at ease during your visit, welcoME ensures that your needs are met with care and understanding.

Sociability is a disabled-led technology company. They provide detailed, reliable and accurate accessibility information for local hospitality, retail and leisure venues.

Sociability empowers disabled visitors to plan ahead with confidence, and to spend more time doing the things they love with family and friends. Learn more on the Sociability website or download their free mobile app.

In partnership with Everyone Active we have now launched Sociability at their Queen Mother Sports Centre, on Vauxhall Bridge Road, and the Moberly Sports Centre, on Chamberlayne Road. You can have a look around the venues on the Queen Mother Sports Centre Sociability and Moberly Sport Centre websites, and please let us know your thoughts.

The expansion of Changing Places toilets across Westminster enhances accessibility for residents and visitors with complex needs.

These state-of-the-art facilities, now available at locations such as Paddington Recreation Ground, Queen Mother Sports Centre, and Victoria Embankment, provide safe and dignified spaces with specialist adaptations.

These new facilities join existing Changing Places toilets at Church Street, Jubilee, Moberly, and Porchester leisure centres.

In 2025, we plan to roll out NaviLens wayfinding codes across Westminster’s operational sites to improve accessibility for residents and visitors with visual impairments.

These innovative codes can be scanned using a smartphone from a distance without precise alignment, providing clear audio navigation and information about the surrounding area.

By implementing NaviLens, we aim to enhance independence, confidence, and ease of access to our facilities, ensuring a more inclusive environment for all.

Currently, NaviLens is in use at our Housing Service Centres:

  • Central Area Service Centre, 24 Lilestone Street, Lisson Green Estate, NW8 8SR
  • North Area Service Centre, 1 Glasgow House, Lanark Road, W9 1QY.
  • Queens Park Housing Service Centre (North), 82 Bruckner Street, W10 4EY.
  • South Area Service Centre, 137 Lupus Street, SW1V 3HE
  • Charlwood Street Housing Service Centre (South), 1-3 Charlwood Street, SW1V 2ED
  • West Area Service Centre, 155 Westbourne Terrace, W2 6JX

In the next phase we will be rolling this out in our care homes, nurseries and libraries.

The app is compatible on both Android and Apple devices. For iPhones the app will need to be activated in order to detect the codes when in the vicinity of a Navilens accessible QR code.
