Welcome to Westminster Council’s local offer for Care Leavers 

This offer outlines the full range of support our council provides, including housing, healthcare, education, and finance.

The prospect of leaving care can seem daunting, but you are not alone. We will support you every step on your journey into adulthood. 

We aim to provide every care leaver with a safe and secure environment in which to grow, thrive, and make healthy choices. We are ambitious for you and are committed to helping you achieve your full potential.

Developed and designed by care leavers, this website provides information about the continued support we will provide you. This includes the services you can access, such as housing, budgeting, leisure, employment, and training.

I am committed to supporting you with your independence journey into adulthood and want the very best for you as a Westminster care leaver. This local offer 

aims to clearly tell you about the support available to you and what you can expect from the Council and other organisations to help you thrive as a young adult.

The local offer also allows us to provide more readily available updates about developments and changes relevant to you as a care leaver. This includes our commitment to the ‘Pan London Compact’, which ensures discounted travel and free prescriptions for our care leavers, and Westminster Council's commitment to recognising being a care leaver alongside the seven legally protected characteristics.

Digitising the local offer is part of our wider commitment to anticipate and, wherever possible, remove or reduce barriers for our care leavers. We hope this new, digital version of the local offer provides an easy-to-access format that works for you. It is part of our commitment to listening and continually improving how we support and work with you.

What's new?

Being a Care Leaver is now a protected characteristic

In October 2023, Westminster City Council agreed that being a Care Leaver should be recognised as a protected characteristic in Westminster.

All future Westminster services and policies will consider Care Leavers in their equalities assessments and place the voices of our Care Leavers at the heart of our decision-making.

Pan London Compact

Westminster City Council committed to delivering the Pan London Compact. This means that our Care Leavers can now get prescriptions and discounted travel across London, among other commitments.

You are able to apply for an 18-25 Care Leavers TFL photocard, which will give you 50% off bus and tram fares and passes. Your personal assistant (PA) can support you to complete your application on the TfL website.
