Digital connectivity toolkit
This toolkit has been created by us, in conjunction with the Local Government Association as part of the 2020/21 Digital Connectivity Fund.
The main aim of this toolkit is to share the best practice and lessons learned from our experience of working to improve full fibre connectivity in a highly urban environment.
Over the past few years we’ve enabled development in Westminster taking the city from one of the worst connected areas in the UK, to having the highest full fibre availability in London from 2020.
How we've structured the toolkit
The toolkit comprises five main sections:

Overview - an overview of the toolkit including the background, rationale, and objectives of the project.

Mapping - how to accurately map connectivity in a geographical area using the data at your disposal, including examples from Westminster.

Engagement - how to effectively engage with stakeholders, including recommendations from a behaviour change study carried out with stakeholders in Westminster.

Interventions - examples of interventions that have been implemented in Westminster to help boost full fibre availability, including our approach to improving connectivity.

Testing and feedback - how we tested the toolkit and its content, and the opportunity for users to give their feedback.
