Blue Badge
From 30 August 2019 the Blue Badge scheme extended to people with hidden disabilities, including those with learning disabilities, autism, and mental health conditions.
From this date, people with less obvious medical conditions and disabilities, have the same right to access disabled parking as people with physical disabilities.
The changes to the scheme are intended to extend eligibility to people who cannot undertake a journey without there being a risk of serious harm to their health or safety or that of any other person (such as young children with autism); who cannot undertake a journey without it causing them very considerable psychological distress; or who have very considerable difficulty when walking (both the physical act and experience of walking).

The national Blue Badge scheme doesn't apply in Westminster and other Central London boroughs due to traffic congestion and the high demand for parking in Central London.
Blue and White Badges
We operate the White Badge scheme which works alongside a Blue Badge. If you aren't eligible for a White Badge, you may still receive a Blue Badge.
To maximise your parking privileges in the borough, you can apply for a Blue and a White Badge. The White Badge can only be used in Westminster by eligible individuals and organisations.
