Warmer Homes and Energy Efficiency

Help is available for those living in the least energy-efficient properties.

Warmer Homes is a project to identify and tackle poor quality accommodation with low energy efficiency ratings. We work with compliant landlords to ensure that properties are brought up to standard and will take enforcement action against the minority of landlords that do not meet their obligations.

Under Minimum Energy Efficiency Standard Regulations (MEES) it has been illegal to let out properties with a rating lower than E on new tenancies since April 2018. From April 2020 this will apply to all tenancies in privately rented properties unless landlords have obtained an exemption. You can check the energy efficiency of your property online.

If you are a private tenant and your home has problems with heating, poor insulation and energy efficiency, please let us know using our online referral form above, and we will arrange to inspect your property.

We welcome referrals on behalf of elderly and vulnerable residents who may be more prone to poor health as a result of poor housing.

Warm Homes advice service: ‘Green Doctors’

A Warm Homes advice service is available to Westminster residents, provided by a company called Groundwork. The service is available to anyone who is:

  • over the age of 65
  • on a low income
  • living with a long-term health condition or disability

Following receipt of a referral, a 'Green Doctor' will visit your home providing energy advice, small measures such as draught proofing, changing light bulbs and discuss the potential for larger measures such as insulation.

The Green Doctors will also explain how to make your home energy efficient, install energy saving devices and offer impartial advice on switching energy providers.
