Decisions on your planning application

Find out about the planning process and how we make decisions on applications and our standard conditions and S106 requirements

Planning obligations (Section 106)

Planning obligations (sometimes known as Section 106 requirements) are secured by us to allow, in appropriate circumstances, planning permission to be granted for development proposals that might have otherwise been considered unacceptable in planning terms.

Planning obligations mitigate the impacts of proposed development. For example, affordable housing and and carbon off-set contributions are common forms of planning obligation in Westminster. Obligations are secured through a legal agreement or a unilateral undertaking.

For further information on planning obligations please read our Planning Obligations and Affordable Housing Supplementary Planning Document which was adopted in 2024.

Carbon off-set fund

Our carbon offset fund guidance provides some background to Westminster’s carbon offset fund, outlining the process for collecting carbon offset funds and the council's criteria for allocating funds to local carbon saving projects, in accordance with Greater London Authority (GLA) guidance and Westminster’s carbon reduction targets.
