Queen's Park Neighbourhood Plan

More information on Queen's Park Neighbourhood Plan and planning applications within the Queen's Park neighbourhood area.

In accordance with Regulation 20 of the Neighbourhood Planning (General) Regulations 2012, Westminster City Council formally ‘made’ (adopted) the Queen's Park Neighbourhood Plan on 25 November 2021. It is therefore now part of the statutory Development Plan for Westminster and will be used alongside the council’s own planning documents and the Mayor’s London Pan in determining applications in the Queen's Park Neighbourhood Area.  

The Queen's Park Neighbourhood Plan includes policies on a range of matters including amenities, environment and open space, design and commercial development. A copy of the ‘made’ plan can be viewed below, and hard copies are available for inspection at council offices at 64 Victoria Street, SW1E 6QP, during normal office hours.  

Prior to adoption, the Plan was subject to public consultation, independent examination, and local referendum. Further details of these stages can be found below.

As the referendum was successful (results detailed below), in accordance with Section 38 of the Planning and Compulsory Purchase Act (2004), the plan is now part of Westminster’s statutory development plan and will be used alongside the council’s own planning documents and the Mayor’s London Plan in determining planning applications in the Queen's Park neighbourhood area.

In accordance with Section 38(A) ​of the Planning and Compulsory Purchase Act (2004), the council needs to formally ‘make’ (adopt) the Queen's Park Neighbourhood Plan. This page will be updated once the Cabinet Member for Business, Licensing and Planning makes a formal decision on this matter

Referendum

To meet the requirements of the Localism Act 2011, a referendum was held on 21 October 2021 at the following polling stations:

  • St Jude’s Church Hall, 67 Ilbert Street, W10 4QH
  • Beethoven Centre, Third Avenue, W10 4JL 
  • Avenues Youth Project, 3-7 Third Avenue, W10 4RS
  • St Luke’s Church Hall, Fernhead Road, W9 3EH

The referendum question was: “Do you want Westminster City Council to use the Neighbourhood Plan for Queen's Park to help it decide planning applications in the neighbourhood area?”.

The referendum was successful: 91.41% voted in favour of the plan, and there was a turnout of 9.11%.

Examination

The council appointed Ms Jill Kingaby BSc (Econ) MSc MRTPI as independent examiner for the Queen's Park Neighbourhood Plan. 

The examiner has considered the draft plan and all submission documents, as well as all the representations received, and has concluded that, subject to the modifications set out in the final Examiner Report, the plan meets the required statutory tests (‘Basic Conditions’) and can therefore proceed to referendum stage.

The receipt of the Examiner Report on 8 June 2021 formally concluded the examination of the Queen's Park Neighbourhood Plan.

Following the close of the examination, Westminster City Council has set out its formal decision to accept the changes to the plan recommended by the examiner and progress the plan to referendum stage.

Formal submission and consultation

The draft Queen's Park Neighbourhood Plan was submitted by the Queen's Park Community Council to Westminster City Council in April 2020. The statutory Regulation 16 consultation, which ran from 26 November 2020 to 21 January 2021.
