MHCLG has published internal handling arrangements for dealing with the Holocaust Memorial and Learning Centre.

The arrangements are intended to ensure that the called-in planning application can be handled in line with the department’s normal processes and that propriety rules are maintained.  Once they are published, you will be able to find out more about the arrangements at GOV.UK.

Public inquiry appeal procedure

The appeal procedure is public inquiry. It has been agreed and confirmed that this will be a virtual event run by the Planning Inspectorate. 

The confirmed opening date for the inquiry is 6 October 2020 at 10am.

The inspector David Morgan BA MA MRTPI IHBC instructed by the Secretary of State will hold an inquiry opening on the date shown above in order to report to the Secretary of State to assist with his determination.

Due to the ongoing COVID-19 restrictions, the inquiry will be held as a virtual event run by the inspector;  main parties and participants are invited to join via Microsoft Teams or Telephone.   

All sessions will be live streamed so that those who wish to observe (but not participate) should do so by these means. The livestream will be available on YouTube.

Anyone wishing to speak at the inquiry must make their interest known to the planning inspectorate programme officer (Laura Renaudon) after reading the inquiry attendance information set out below. Inquiry attendance

Before deciding whether to take an active part in the inquiry, you need to think carefully about the points you wish to make.  All written submissions will be taken into account by the inspector and re-stating the same points won’t add any additional weight to them. 

If you feel that taking part in the inquiry is right for you in whatever capacity, you can participate in a number of ways: 

  1. To take part using video, participants will need to have access to Microsoft Teams (via an app or web browser). Alternatively, you can take part by telephone. Calls would be to an 020 number which will incur call charges.
  2. Those who wish to can observe the event on YouTube without taking an active part in the proceedings.
  3. A limited number of places will be available at Westminster City Hall, 64 Victoria Street, London SW1E 6QP for interested parties to participate during the inquiry. The facilities are intended for those without their own digital facilities or devices. Places must be booked and participants pre-registered giving as much notice as possible and in any event by 2pm on the working day before the planned attendance. Attendees must observe social distancing requirements.

If you wish to take an active part in the proceedings, please make clear in your response to the programme officer either by email to [email protected] or by leaving a telephone message at 0303 444 5531 (care of Helen Skinner):

  • whether you wish to appear at the Inspector’s opening to address any procedural matters
  • whether you wish only to make a statement to the inquiry
  • whether you would also wish to ask questions on particular topics
  • whether you would like a place at Westminster City Hall to participate during the inquiry (making it clear which dates and times you are interested in)

If you want to take an active part but feel unable to for any reason, or the points you want to make are not covered in the evidence of others, consider whether someone else could raise them on your behalf.

Registered participants in whatever capacity will receive individual joining instructions, providing details of any requirements, guidance and support, whether joining by Microsoft Teams or telephone. The inspector will ensure that parties will have equal opportunity to put their points across.
