SHLAA 2025 – Call for Sites

The Greater London Authority (GLA) is preparing a new Strategic Housing Land Availability Assessment (SHLAA). The SHLAA 2025 is a key piece of evidence that will be used to inform the London Plan 2021 review. It will identify sites with potential for housing, consider their potential, and assess when they are likely to be developed. We will also use the data to inform future City Plan reviews.

A SHLAA that accurately reflects housing development opportunities is critical to inform any revised housing targets for both London and Westminster.

To support the preparation of the SHLAA, the GLA has developed the LAND4LDN platform. This platform enables an improved approach to managing land supply data for London and replaces previous 'fixed point in time' approaches with a live database.

Call for Sites is open

The new SHLAA was launched with a Call for Sites on 18 September 2024. The Call for Sites is now open and closes on 30 November 2024. The GLA may publicise periodically the Call for Sites to make sure there is a regular update to land supply across the capital.

The Call for Sites gives the opportunity for landowners, developers, community organisations, and members of the public to identify sites where they wish to promote future housing projects. Submitting your sites through the Call for Sites ensures that the GLA and the council have the best available information for strategic planning in London and Westminster.

Only large sites suitable for housing (including mixed-use) of 0.25 of a hectare or greater are to be considered through the SHLAA process. Sites smaller than this will be considered separately. You do not need to own a site to submit it.
