Statements on Affordable Housing Policy
We require affordable housing contributions based on total (gross) residential floorspace.
The following documents explain how existing planning policies will be applied and how developments should meet our affordable housing policies.
Formal statement
Westminster’s adopted affordable housing policy (see policy S16 in the 2016 City Plan) in light of the revisions to the National PPF and emerging London Plan.
Statement on Affordable Housing Policies, 13 June 2017
This sets out an interim approach to the application of our planning policies to support housing delivery ahead of the forthcoming adoption of the City Plan 2019-2040.
Interim implementation of the Affordable Housing Policy, April 2015
This note sets out how we will apply our affordable housing policy and how payments in lieu are calculated.
Please note: Gross Internal Area is now used for the calculations and the per unit sum figures stated in the Interim Note are out of date. The correct figures are given below.
The 'per unit sum' figure is currently £304,000 (and £406,000 in the designated higher value areas) as of 1 April 2016.
Further information about the decision to increase the figure can be found on the Executive Decisions page.
Affordable rent
This sets out our position on the new affordable rent tenure.
Inclusive local economy and employment
The document provides clarity on how contributions toward initiatives that provide employment, training and skills for our residents are negotiated and at what level.
