Community Infrastructure Levy (CIL)

Find out about our CIL charges on developments and how to pay it.

The community infrastructure levy (CIL) is a planning charge which raises funds to help improve infrastructure in our city and accommodate new growth from development.

It is charged per square metre on new developments that include:

  • new dwellings of any size
  • any development where the internal area of a new building, extension or change of use exceeds 100 square metres

In Westminster, CIL is split into three pots:

  1. 1) Strategic CIL, which is spent by the council in any part of the City on infrastructure of strategic importance;
  2. 2) Neighbourhood CIL, which is spent in consultation with local people in one of the 21 identified Neighbourhood Areas within which the contributing development was built
  3. 3) Administrative CIL, which can be spent on costs associated with running the CIL programme.
