The submission version of the Victoria Neighbourhood Plan has been submitted by Victoria Neighbourhood Forum, for the council to consult on.

Documentation

The Victoria Neighbourhood Plan was produced by the forum after a wide range of engagement activities undertaken by the Neighbourhood Forum with members of the community, including residents, businesses, workers, and others.  

The Plan outlines local priorities for various matters, including green infrastructure, the quality and safety of the public realm, improving the movement network and reducing vehicular dominance, land use and mix, and development within the Victoria Neighbourhood Area.

If adopted, the Victoria Neighbourhood Plan will form part of Westminster's Statutory Development Plan, and will be used alongside the Mayor’s London Plan (2021) and Westminster’s City Plan 2019-2040 in determining planning applications in the Victoria Neighbourhood Area (please refer to the map of the designated Neighbourhood Area). 

We are inviting representations on the Plan from Monday 24 March 2025 to Monday 19 May 2025.  

Comments should be provided in writing via email to neighbourhoodplanning@westminster.gov.uk(link sends email) or posted to Neighbourhood Planning, Policy and Strategy, 17th floor, Westminster City Hall, 64 Victoria Street, London SW1E 6QP by 5pm on Monday 19 May 2025.

Next Steps 

After the closure of Regulation 16 consultation, the plan and representations will be submitted to an Independent Examiner. The examiner will determine whether the plan meets a number of statutory tests, known as ‘Basic Conditions’. More information on the ‘Basic Conditions’ can be found in the Statement of Representation Procedure.   

Following this, the plan will be put to a referendum in the local area. If the plan receives majority support (more than 50%), it will be considered 'made' (formally adopted).

They will be published on our website alongside your name. If you are responding as an individual rather than a company or organisation, we will not publish your contact details (email and postal address) online. However, the original representations will be shared in full with the independent examiner.
