Project outline

Emanuel House is a residential building in Rochester Row, London. The freehold of which is owned by Westminster City Council and managed by the managing agent Blenheims Estate and Asset Management.

Following complaints from leaseholders of Emanuel House, regarding faults to their windows, Blenheims commissioned two building surveys, which were carried out by Earl Kendrick with subsequent reports published on October 2021 and April 2022 and essential maintenance works were identified. These reports have been shared with leaseholders via the Emanuel House Residents Association.

Recommended works included:

  • Replacement of single glazed windows with new double-glazed units which will meet the minimum thermal efficiency requirements under Part L of the Building Regulations 
  • Repairing of glazed panels across the front and rear elevation
  • Complete works to repair the damaged section of concrete panel and all concrete panels
  • Roof Works (preventative to ensure water tight)

Due to the necessity of the works and the Health and Safety implications, the urgent works have been carried out albeit temporary repairs. As the cost of these works were below the Section 20 threshold, these works were instructed and carried out in June 2022.

The window replacement works and any exterior works deemed required by a surveyor will be carried out in 2024. The cost of these works will exceed the Section 20 threshold and therefore Blenheims have issued the Section 20 Notices on 23rd September 2022.
