How to report anti-social behaviour
Housing Association tenants
If you are a Housing Association tenant, it is vital that you report any anti-social behaviour you have experienced in and around your property to your Housing Provider in the first instance. This enables the first steps of tenancy enforcement action to commence, if applicable.
Please refer to your Housing Provider’s website for details of their ASB policy and ASB reporting instructions.
If you are a Westminster Housing tenant, you can report anti-social behaviour online.
If you rent privately
You should report ASB directly to your landlord. They have a responsibility to deal with complaints. Alternatively, if the person is causing ASB at their property, you could contact their landlord for support.
If you own your own property
You can request support from your local Citizens Advice or contact your local Safer Neighbourhoods Team.
Reporting to the police
There are a number of ways to report ASB to the police. You can report anonymously to the police via their online anti-social behaviour reporting form.
You can still continue to report via current channels such as 101 or to your local Neighbourhood Policing Team if you prefer, as there will be no change to the current ASB process.
In the case of emergency or a crime in progress, always dial 999.

Community Trigger
If you've reported three incidents of anti-social behaviour in the last 6 months to the police, your housing agency or us, and you feel that no action has been taken, you can request a formal case review by starting a community trigger.
Reporting noise complaints
You can report any future incidents involving noise with Westminster City Council Noise reporting number or through our online noise reporting tool.
Calls to the noise reporting number can be made 24 hours a day, 7 days a week, and will enable our officers to attend and witness the noise levels. They can act on statutory noise nuisances. Alternatively, you can report noise on 0207 641 2000.
What happens when you report a noise complaint?
In October 2023 we restructured our service to improve our service to you.
Our dedicated response team operates 24/7 and when you log a complaint, this is assessed for urgency. For complaints that are high impact (e.g. alarms or noisy parties), one of our City Inspectors will respond to your complaint. Our target response time is 1 hour.
We have also introduced a new dedicated Noise Team, comprised of experienced Environmental Health Officers, a Noise and Acoustics Senior Practitioner and a dedicated Team Leader. The team is proactive in response to our more complex.
Complaints are responded to, according to risk, and you will be contacted between one day to four days depending on the nature of the complaint.
The team works on a shift pattern which will enable them to work during the day to collaborate and attend partnership meetings and also in the evening and night to proactively attend to complaints, with a focus on resolving complaints.
