- 9 December 2024 - Planning Inspector G. Davies BSc (Hons) has been appointed to undertake an independent Examination into the soundness and legal compliance of the City Plan Partial Review.
Previous stages
The current City Plan 2019-2040 was adopted in April 2021. In late 2022, we launched a Partial Review to refocus our ambitions. The City Plan Partial Review Regulation 18 statement explained that revisions to the adopted City Plan would result in the revision of the adopted affordable housing policy, the insertion of a new ‘retrofit first’ policy, and of a small number of site allocation policies that provide guidance on how key sites should be developed.
From March to May 2024, the council then consulted on detailed proposals; this is known as the Regulation 19 stage (also featured on the council's Commonplace platform). This stage allowed the public and key stakeholders to submit formal comments on the proposed changes with the aim of ensuring that the changes and new policies are legally compliant and sound and have been prepared in accordance with the Duty to Cooperate.
Submission and the examination process
On Thursday 28 November 2024, the City of Westminster submitted the proposed submission draft of the City Plan Partial Review to the Secretary of State. The Partial Review is now subject to an independent examination led by the Planning Inspectorate. This is a continuous process that runs from the date of submission to the Planning Inspectors' final report. All details relating to the examination process will be made available here.
Independent examination is the final stage before we can adopt new policies so that they form part of Westminster's Development Plan, together with any made Neighbourhood Plans and the London Plan 2021.

To deal with all procedural and programming matters during the independent examination, we have appointed Charlotte Glancy of Banks Solutions as an independent Programme Officer. The Programme Officer will work under the direction of the Planning Inspectors and is responsible for all future correspondence - including all correspondence from representors.

Those who made representations during the Regulation 19 stage will, if the Inspector deems it appropriate, be offered the opportunity to submit further material or take part in specific hearing sessions and will be notified regarding the examination process by the Programme Officer.
