Join our key leaseholders

We currently work with nearly 400 residents (key lessees and freeholders) across the city to allow residents to scrutinise elements of service charges before they are invoiced. The scheme operates to allow transparency of information and affords our residents a real opportunity to participate in the calculation process before invoices are raised.

Westminster City Council is very grateful for the time our residents contribute to this important process and we are always looking to improve the process and expand the membership.

Any leaseholder or freeholder can join the key lessee scheme. 

A key lessee works on behalf of all the residents in their block or estate. They check detailed billing information, in the months prior to billing relating to costs to be billed in their actual service charges (Statement of Actual Expenditure). The elements of service charge we focus on are:

  1. Repairs lists – a detailed list of all responsive repairs coded as communal including the date of repair, description, and cost 
  2. Details of communal electricity costs (where applicable)
  3. Details of Planned Preventative Maintenance
  4. Details of a breakdown of any lift maintenance (where applicable)

Key lessee are sent this information via email before the service charge bills are issued. Queries received from key lessees are then investigated and dealt with prior to the bills being issued, thus avoiding a costly and time-consuming re-issuing of bills, as well as building confidence in the accuracy of the billing process.
