Scheme employer responsibilities and administration information

Your responsibilities as a City of Westminster Pension Fund scheme employer and advice on running the scheme for your members.

Managing your payroll provider

We understand that some scheme employers outsource or contract their payroll function to a third-party provider.

Please be aware that although your provider will provide a service for you, as the scheme employer you still have the legal responsibility, to both the membership and the Fund, that all duties and responsibilities are carried out correctly and promptly.

Should your payroll provider fail in executing its contracted duties, it will be you, the scheme employer, held accountable and you may receive a financial penalty from the Fund. Details of financial penalties are in the Pension Administration Strategy.

In order to support you in managing your payroll provider, we have created a page that sets out the duties of a payroll provider.

Changing your payroll provider

If you plan to change your payroll provider, you must tell Hampshire Pension Services as soon as possible to help facilitate the change.

You can contact them at pensions.employer@hants.gov.uk(link sends email)

This is because changing payroll provider is a complex process with both your old and new payroll providers required to take part to complete it.

Please see Hampshire Pension Service's website for more information around changing your payroll provider.
